NFAA ANNUAL MEETING REPORT

The NFAA Annual Meeting was held in Las Vegas, Nevada from February 1 - 3, 2009.

 

Forty-three (43) states were represented at the meeting.  States not in attendance were: Alabama, Arkansas, Delaware, Michigan, New Hampshire, Utah, Vermont and the Archery Association of Europe (AAE).

 

Total NFAA membership as of 12/31/08 was 11,802, a decrease of 517 from 12,319 members as of 12/31/07.  NOTE: I was advised by the NFAA that the previous numbers posted were incorrect due to a math error on the "State Association Membership Data Sheet".  Corrected numbers posted as of 2/23/09.  California, by virtue of their 2,044 total NFAA members, had 5 votes to cast.  Florida, with 776 members, had 2 votes to cast.  All other states had one vote.  New York had 334 NFAA members, a decrease from 351 members in 2007.

 

Future tournament dates are as follows:

 

February 12 – 14, 2010 - The Vegas Shoot & World Archery Festival.

 

July 28 – August 1, 2010 - 65th NFAA Outdoor National Tournament in Darrington, Washington.  This is a 5 day/3 day format tournament starting on a WEDNESDAY and ending on SUNDAY.

 

February 11 – 13, 2011 - The Vegas Shoot & World Archery Festival.

 

The World Archery Festival (WAF) Board of Directors approved the following, effective immediately, for all WAF tournaments: “The maximum arrow shaft diameter allowed in WAF competition will be 0.422 inches, with the point diameter not to exceed 0.425 inches”.

 

An Agenda Item that would have raised the individual NFAA dues for competitive members from the current $35 per year to $40 per year FAILED to pass.

 

An Agenda Item that would have implemented a “Professional Athlete Code of Conduct” and an “Alcohol & Drug Policy” for the NFAA Pro Division FAILED to pass.

 

An Agenda Item adding a “Longbow” style of competition (primitive equipment with wooden arrows) in the adult and senior division for a two year trial period FAILED to pass by 5 votes.

Be advised, that unless otherwise noted, all action taken by the Board of Directors shall carry an effective date of 30 calendar days from notification in “ARCHERY”, the official publication of the NFAA.  Notification in “ARCHERY” shall be the April/May issue.

 

 

COUNCIL COMMITTEE

 

C-2  Revision, Constitution, Page 25, Article XII, Section I

Life Membership dues for Adult head of household shall be 20 times the Adult annual dues.  NOTE: This in an increase from the current 15 times the Adult annual dues.

Life Membership dues for Senior head of household (over 65) shall be 6 times the Adult annual dues.  NOTE: This in an increase from the current 5 times the Adult annual dues.

 

C-4  Revision, By-Laws, Page 83, Article XX

AMENDMENTS: The By-laws may be amended or revised by a two-thirds vote of the Board of Directors, as voted at a physical or electronic meeting or by mail ballot.

Delete II: National Archery Association

 

C-6  New Item, By-Laws, Page 27, Article I, Section “Heading”

Replace the words “The following applies to all Field, Hunter and Animal Rounds” with “The following applies to all NFAA approved rounds”.

 

New Item, By-Laws, Page 28, Article I, Section E

No alcoholic beverages may be carried or consumed on any range or practice area during shooting hours at any NFAA sanctioned or owned tournament.  Anyone caught breaking this rule will be immediately disqualified and not be allowed to complete the tournament.

 

C-7  New Item, Constitution, Page 10, Article III, Section A, Paragraph 2.6

Where a husband and wife are both life members of the NFAA and the Head of Household dies, the surviving spouse shall become Head of Household without charge.

 

COMPETITION COMMITTEE

 

SE-5  New Item, By-Laws, Page 27, Article I, Section A, Paragraph 7

Paragraph 7.  Inside Out - A scoring term describing an arrow that does not touch the outer ring (separating line) of the applicable scoring area.  Renumber succeeding paragraphs appropriately.

 

SE-9  Revision, By-Laws, Page 46, Article IV, Section J, Paragraph 1

Change first sentence of Paragraph 1 to read:

Awards at Sectional and National Tournaments shall be given for 1st, 2nd and 3rd in all divisions and styles except where the 2nd or 3rd place individual is in last place in the division or style.

Item 6.  Maximum arrow shaft diameter allowed in NFAA competition will be 0.422 inches, with the point diameter not to exceed 0.425 inches.

Renumber remaining items to be 7 through 8.

 

NM-1  Revision, By-Laws, Page 30, Article II, Section E, Paragraph 13

Brush buttons, string silencer, positioned no closer than midway between the nocking point and where the string touches the wheel/cam, and bow quiver installed on the opposite side of the sight window, with no part of the quiver or attachments visible in the sight window, are legal.  One straight stabilizer, coupling device included if used, which cannot exceed 12 inches at any time, as measured from the back of the bow, V-bar, counterbalance and string dampeners may be used in the Competitive Bowhunter style.

 

LA-1  Revision, By-Laws, Page 30, Article II, Section A, Paragraph 3

The maximum peak draw weight allowed in NFAA competition shall be 80 pounds, with a maximum arrow speed of 300 feet per second with a variance of 3%.

 

New Item, By-Laws, Page 42, Article IV, Section D, Paragraph 1.9

1.91  Provide a designated official tournament bow scale for the measurement of peak draw weight and a designated official tournament chronograph for the measurement of arrow speed.

 

1.92  The designated official tournament bow scale and the designated official tournament chronograph shall be used for the enforcement of By-Laws Article II, Section A, Paragraph 3 at any NFAA tournament.

 

1.93  The designated official tournament bow scale and the designated official tournament chronograph shall be made available without charge, to any registered competitor for the duration of the tournament.

 

1.94  At the discretion of the Tournament Chairman, By-Laws Article IV, Section D, Paragraph 1.9 may be waived for state and club level events.

MA-1  New Item, By-Laws, Page 77, Article XVIII, Section A, Paragraph 6

New Paragraph 6: If a state association is unable to process the charter application within thirty days of receipt, NFAA headquarters is authorized to accept the application and issue the charter.  The state association will be contacted for approval and if the application is denied by the state, NFAA will immediately revoke the charter and notify the endorsed insurance carrier of the situation.

 

SE-1  Revision, By-Laws, Page 83, Article XX

The By-Laws may be amended or revised by a two-thirds weighted vote of the Board of Directors as voted at the annual meeting, by mail ballot, or by the Board of Directors at an emergency meeting called by the NFAA President.  At an emergency meeting called by the NFAA President, the weighted two-thirds vote must be two-thirds of the full NFAA Board of Directors.

 

NY-2  Revision, Policy, Page 84

1994 Certified Instructor and Master Coach Clinics

REVISE the FIRST paragraph; DELETE the SECOND paragraph; ADD new paragraphs TWO, THREE, FOUR and FIVE and RENUMBER the original paragraph THREE as paragraph SIX.

 

The certification of all NFAA Advanced Certified Instructors and Master Coaches received after February 1994 will expire 10 years from the date of issuance.  Those instructors and Master Coaches certified prior to February 1994 shall retain their certification for as long as they remain NFAA members.

 

All Basic Instructors Certified by the Universal Basic Instructor course must re-certify every three years by attending another Universal Basic Instructor course.  Basic Instructors who take an active interest in the sport of archery are encouraged to upgrade to Intermediate level.

 

All Intermediate Instructors Certified by the Universal Intermediate Instructor course must re-certify every four years by attending another Universal Intermediate Instructor course, or by applying to the CI Committee for recertification and paying a $10.00 re-certification fee, providing that they have been active instructors during the last year of their certification.

 

Advanced Certified Instructors (ACI) may re-certify by auditing a Shooters School or an ACI course presented by a current NFAA Master Coach at the reduced fee of $50.00 ($10.00 to the NFAA for record keeping), by passing a proctored ACI course exam and paying a $10.00 re-certification fee, or by applying to the CI Committee for recertification and paying a $10.00 re-certification fee, providing that they have been active instructors during their certification period.  Re-certification will not be unreasonably withheld.  A proctor for the ACI exam may be a NFAA member designated by a NFAA Councilman or Director and approved by the NFAA CI Committee.

 

Master Coaches may re-certify by auditing a NFAA Master Coach School at the reduced fee of $50.00 ($10.00 to the NFAA for record keeping), or by applying to the CI Committee for re-certification and paying a $10.00 recertification fee, providing that they have been active coaches during their certification period.  Re-certification will not be unreasonably withheld.

 

Re-certification after NFAA membership lapse:

If at any time an individual lets his/her NFAA membership expire his/her certification as a Certified Instructor or Master Coach will also expire, and re-certification will be required.  Note: To re-certify his/her NFAA certification, the person must renew their NFAA membership and observe a CI class or clinic.  Reinstatement can also be obtained with permission of the CI committee without attending another CI clinic, provided that the course has not changed significantly and all membership fees, both national and state that were in arrears, are paid in full, since the time they were allowed to lapse.

 

NY-3  Revision, Policy, Page 84 & 85

Requirements for the Universal Basic Instructor Course: This is a one-day course (8 to 12 hours, depending on the number of students).  The minimum age for certification is 15 years old; however, any instructor under 18 years of age must be directly supervised by a certified instructor at least 18 years old who is present during the presentation of any youth archery program.  Performance may be monitored, and each new instructor will have a one year probationary period.  Cost of the course is $20.00 for the course materials and certification plus the instructor’s fee which may depend on the number of students.  The primary purpose of this course is to prepare Basic Instructors to teach youth and beginning archers. This class may be taught by an NFAA Intermediate Instructor, Advanced Instructor, Master Coach or equivalent level USA Archery/NAA instructor.

 

Requirements for the Universal Intermediate Instructor Course: This is a two day course (minimum 16 hours).  The requirements for certification are: membership in NFAA or USA Archery, minimum 18 years of age with previous certification as a Basic Instructor or equivalent experience in archery.  Six months active participation in the sport of archery is considered experience equivalent to Basic Instructor certification.  Performance may be monitored, and each new instructor will have a one year probationary period.  Cost of the course is $25.00 for the course materials and certification plus the instructor’s fee which may depend on the number of students.  The primary purpose of this course is to prepare Intermediate Instructors to teach beginning and intermediate archers and to teach a Universal Basic Instructor course.  This class may be taught by an NFAA Advanced Instructor, Master Coach or equivalent level USA Archery/NAA instructor.

 

GL-3  Revision, Policy - APPENDIX 4, Page 93

Adds the guidelines for the “900” and “Lake of the Woods” Rounds to the Range Captain’s Guide.

 

CO-1  Revision, By-Laws, Page 66, Article VII, Section A, C & F

Adds the “Vegas Indoor 450 Round” to the list of approved games for indoor leagues and offers corresponding score achievement patches.
